Technical Standard - DCE Mandate (reference link)

Legal Reference: 4.1.2 Account Creation (DCE Mandate Technical Standard in Canada)

a) Each DCE user must have a valid active account on the DCE with a unique identifier assigned to them by the motor carrier.

b) For each driver account, the DCE must require entry of the driver's license number and the issuing authority during the account creation process. The driver's account must securely retain this information within the DCE.

c) A DCE must not allow the creation of more than one driver account associated with the same driver's license for a motor carrier.

d) A driver account must not have administrative permissions to create, delete, or manage DCE user accounts, or to configure DCE allowed settings.

e) A support staff account must not allow its holder to log data on a DCE.

f) A DCE must reserve a unique driver account to log events when a CMV is driven by an unidentified driver. In this standard, this type of account is called "unidentified driver account".

*Article 4.3.2.8.2 Limitations on Driver Edits (b) An ELD must not allow automatically recorded driving time to be shortened or the driver associated with an ELD record to be edited or reassigned, except under the following circumstances: (1) Assignment of driving time to an unidentified driver. ELD events recorded under the "Unidentified Driver" profile may be edited and attributed to the driver associated with the record; and (2) Correction of errors with team drivers. In the case of team drivers, the driver's account associated with the driving time records may be edited and reassigned between drivers if there was an error resulting in a mismatch between the actual driver and the driver recorded by the ELD and if both team drivers were respectively listed in each other's records as co-drivers. The ELD must require each co-driver to confirm the change for the corrective action to take effect.
